When a married state retiree dies, the surviving spouse who was not a state employee is penalized of state retirement benefits because of any increase in social security benefits. This reduction, while called the Social Security Offset, is actually a reduction in state pension and affects only married retirees. For example: John Doe is
a state retiree. His monthly state pension is $2,000. His monthly
Social Security benefit is $1,000. Mrs. John Doe, (survivor) who is not
a retired state employee, has a monthly Social Security benefit of $400.
John Doe dies. Mrs. Doe's Social Security benefit increases by $600 to
$1,000. Her monthly state survivor pension will be $700. Why did this
reduction happen? The General Assembly previously passed legislation
that created this situation. Consequently, her state retirement benefit
would have been $1,000 (½ of John’s pension) but is reduced by $300,
which is ½ of her $600 Social Security increase. Are you affiliated with the ISEA (Illinois State Employees Association) Retirees organization?
