PUBLIC ACT 98-0599
Pension Legislation – How Illinois Legislators Voted
December 2013
Pension Legislation

As you likely know, the General Assembly passed and the Governor signed legislation to put into effect changes in the pension systems for state workers and retirees. Although there has been much commentary about options for changes over the last two years, the legislation that was approved for the changes was processed very quickly.

A 327 page Conference Committee Report on SB 1 was discussed by the Conference Committee of the General Assembly, presented to both chambers of the General Assembly, and passed by both chambers of the General Assembly all in one day on December 3. The Governor signed the legislation on December 5. It is now referred to as Public Act 98-0599 and will take effect starting June 1, 2014.

In the House of Representatives, 60 of the 118 Representatives were needed for it to pass; it received 62 yes votes. In the Senate, 30 of the 59 Senators were needed for it to pass; it received 30 yes votes.

If your Senator or Representative voted yes for this legislation, then they voted in favor of reducing (diminishing) the retirement annuity of state retirees. You should let them know that it was wrong to do that.

If your Senator or Representative voted no for the legislation because they wanted to protect the retirement annuity of state retirees from being diminished, thank them for their support. If they voted no because they wanted the retirement annuity of state retirees to be diminished even more, let them know it was wrong to want that.

If you are unsure why your Senator or Representative voted no, you should call their office and ask why they voted no on the legislation for Public Act 98-0599.
